3. A Glance at the History of Texarkana College

• 1927

Initially, Texarkana community college was founded as a public junior college and as a division of the Texarkana Public School System in 1927. At that time, the Texarkana Independent School District Board of Trustees was in charge of this community college.  The campus’s original location was at 16th and Pine Streets, and it had a gym, offices, labs, and classrooms.

The community college and the secondary school shared the gym and laboratories. The Texarkana College District was created due to legislation passed by the State of Texas in 1941. Simultaneously, a tax rate of 20 cents per $100 of assessed valuation was approved by the taxpayers of the public school district.

• 1948

There were only 109 Texarkana students who attended this college in 1927. But it continued to expand until the end of World War II, after which it became obvious that expansion was necessary to accommodate the increase in enrollment brought on by returning soldiers. In 1948, a $40,000 bond election was approved to pay for the purchase of land to build a completely new campus.

In 1950, after purchasing 20 acres, work on the administration buildings and gym started. Having 589 Texarkana college students join the former Texarkana College students, it moved to its current location on Robison Road in 1953.

• 1957

The Texarkana Independent School District Board of Trustees decided to “divest itself of control, management, and operation of the Texarkana Junior College District” in 1957. They wanted to establish and create a distinct nine-member Board of Trustees for Texarkana College students.

The initial student center facility was set up in 1958 thanks to issuing revenue bonds worth $475,000. It became operational early in 1959. The Texarkana college purchased more land by issuing more revenue bonds. Using the same funding source, Texarkana college also built the boys’ dormitory, air-conditioned the music building, and renovated other campus facilities.

• 1959

Dr. Stilwell passed away in November 1959, and Dean W. P. Aikin was named acting president until Dr W. H. Hinton was selected as his replacement after a year. Following Dr. Hinton’s retirement in June 1962, Mr Aikin was appointed vice president and held this position until that time. Once elected, Mr. Aikin held the position of president until 1963.

After Mr. Aikin passed away, Dean C. C. Burrus was appointed acting president. He held this position until March 1964, when Dr. J. W. Cady was chosen to serve as this Texas community college’s fourth president. New chemistry, biology, engineering, math, physics, and library facilities and an aquatic center with an Olympic-sized swimming pool were constructed during Dr. Cady’s tenure as president.

Northeast Texas people now have more access to higher education because of the  1971 partnership between Texarkana College and East Texas State University, or A&M Texarkana. With the addition of new programs, collaborations with neighboring school systems, and excellent continuing education accessible to all community members, the expansion and growth of Texarkana have continued to this day.

• 1975

Dr. Cady left in March 1975, and Dean Levi Hall filled in until the board chose Dr. Carl M. Nelson to take over as president in August.  Dr. Nelson was its fifth president.

The Stilwell Humanities Building, Pinkerton Recreation Center, Career Education Center Annex, Word Processing Building, expansion of the Engineering, Math, and Physics Building, library expansion by A&M Texarkana, TC Administration Building, Truman Arnold Student Center, and Social Science Building were all under construction during the term of office of Dr. Nelson. The new building, which was given the name W. P. Aikin Business and Computer Technology Building, was finished in 2000.

• 2001

 Dean Frank Coleman was named interim president when Dr. Carl Nelson passed away in July 2001.  Eventually, he was named the sixth president of this Texas community college in July 2002. The College Board of Trustees chose Dr. Alan Rasco to fill the position of seventh president in 2009. Dr. Rasco left in 2011, and in June of that year James Henry Russell, CPA, was named president.

• 2012

Texarkana College successfully annexed the remainder of Bowie County into the college district in November 2012. Residents now have access to enhanced local college programs and services, in-district tuition and fees, and voting rights for the Board of Trustees elections at Texarkana College. Also, there is now representation for chosen place posts on the college Board of Trustees from Bowie County Citizens.

The Texarkana College Board of Trustees was reduced from nine to seven members in 2014 as a result of state legislative action and restructuring approval. Trustee members decide on institutional policy and give the college administrative authority.

The creation of the Presidential Scholarship and Honors College program, the building of the Betty and Buddy Ledwell Workforce Training Center, and sustained growth in student enrollment and completion rates earned the college top rankings in the State of Texas for degree and certificate attainment, which continue to this day, were among the other key initiatives carried out during President Russell’s administration.
